The reason I chose Resource Tuner was simply that it works — I had previously been using Borland's Resource Workshop for my work, which is (non-commercial) localization, but I had been having difficulty using it with Far Eastern locales. The evaluation version of Resource Tuner, on the other hand, worked perfectly, and I was startled at how cheap it was to register (I would normally expect to pay at least twice as much for a program of this quality). 
Resource Editor: Read and Edit a DLL or EXE File
Modify and replace existing resources in your EXE or DLL files.
Resource Tuner lets you open Windows executable files such as .EXE, .DLL, .MUN, Device Drivers (.SYS), ActiveX .OCX Controls, and more. Once inside, you can change the look of the icons and cursors, customize dialogs, buttons, strings, hot keys, sounds, animations, and other elements of the Windows user interface.
Not all resources support direct editing, but Resource Tuner enables you to replace and modify most of them. Depending on the resource type, Resource Tuner automatically activates the appropriate editor mode (Graphics, Dialog, Menu, Text, Media, DFM, or Version Info), if available.
It supports nearly every type of resource imaginable, including large (256x256) PNG compressed icons:
Unlike other resource editors that require you to repeatedly open and navigate through numerous icon folders, Resource Tuner lets you update all icons in a group with a single click, saving you both time and hassle.
You can resize, redesign, and reposition controls inside dialogs, or simply change their font properties to suit your needs. Size and position changes to dialog boxes and child controls are automatically reflected in the resource script. All changes can be previewed on-screen, and if you're not satisfied with the result, you can revert to the previous state. Any change can be undone before quitting the editor.
In Menu mode, you can preview the menu structure, including submenus, menu items, and popup items. To view the decompiled script responsible for the menu's functionality, switch to the Script View tab.
Resource Tuner also allows you to edit the properties of controls on Delphi forms within the PE file. Since Resource Tuner itself is written in Delphi, it offers extensive capabilities for inspecting Delphi applications and packages.
If an editor mode is not available (for example, for a user-defined custom resource), Resource Tuner still allows you to replace it. Additionally, you have the option to create a backup copy of the target file (enabled by default), ensuring that by no means you can overwrite any important files.
A command-line version of the resource editor is also available. Resource Tuner Console allows you to perform various resource-related operations, making it suitable for automating tasks. This script driven tool combines a robust resource editor with intelligent script capabilities and full Unicode support.
